Purpose of the Control and Monitoring Sector

1. The Academy’s Sector for Work with Appeals of Individuals and Legal Entities, Control and Monitoring (hereinafter referred to as the Control and Monitoring Sector) was established for the purpose of monitoring the implementation of the tasks defined in the National Program for Personnel Training; overseeing and analyzing the timely execution, in the educational process, of the laws of the Republic of Uzbekistan, decrees, resolutions, and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers concerning higher education, regulatory documents and methodological guidelines of the Ministry of Higher and Secondary Specialized Education, and other regulatory documents of higher authorities, ministries, and organizations, as well as decisions of the Academy Council, decisions of the Academy Rector’s Council, and orders of the Rector; carrying out general monitoring control over the compliance of the activities of the Academy’s faculties, departments, and divisions with the requirements of the law; conducting monitoring inspections in accordance with the plan; and, based on the analysis results, submitting information, notices, recommendations, and proposals to the Academy leadership.
2. The Control and Monitoring Sector carries out its activities in accordance with the Constitution of the Republic of Uzbekistan, the laws “On Education” and “On the National Program for Personnel Training,” decrees, resolutions, and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers, board resolutions and orders of the Ministry of Higher and Secondary Specialized Education, decisions of the Academy Council, decisions of the Rector’s Council, orders of the Rector, and this Regulation.
3. The Control and Monitoring Sector ensures the implementation of the National Program for Personnel Training at the Academy. It also monitors the implementation by faculties, departments, and other structural divisions of decisions of the Rector’s Council, orders of the Rector, and other regulatory documents in the field of education relating to educational, educational-methodological, spiritual-moral and enlightenment, international relations, financial, and scientific-research activities.
4. The Control and Monitoring Sector carries out its activities in accordance with the annual plan approved by the Rector of the Academy in coordination with the Ministry of Higher and Secondary Specialized Education.
5. The Control and Monitoring Sector submits analytical reports related to the Academy’s enforcement discipline to the Ministry of Higher and Secondary Specialized Education (and other higher organizations) within the prescribed time limits.
6. At the end of the calendar year, the activities of the Control and Monitoring Sector are discussed at the Academy Council, and a report on this is submitted to the ministry.

Functional duties of the Control and Monitoring Sector

1. Ensuring oversight and conducting monitoring of the implementation at the Academy of the laws of the Republic of Uzbekistan related to higher education, decisions and directives of higher organizations, Board decisions, orders, letters, modemograms and telephone messages of the ministry, as well as decisions of the Rector’s Council and orders of the Rector. 
2. Creating and continuously updating a general database on the Academy’s activities.
3. Monitoring the implementation of decisions of the Rector’s Council and orders of the Rector at the Academy.
4. Providing practical and methodological assistance in eliminating deficiencies identified on the basis of an analysis of executive discipline activities at the Academy, and, when necessary, submitting relevant information on this to the Academy’s leadership.
5. Preparing and submitting reports to the Ministry of Higher Education on ensuring the implementation of the laws of the Republic of Uzbekistan related to higher education, Presidential decrees, decisions of the Cabinet of Ministers, and regulatory documents and orders of the Ministry of Higher and Secondary Specialized Education.
6. Preparing a monthly analytical report on ensuring the implementation of orders, Board Council decisions, modemograms, and instructions of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan and submitting it to the Academy Rector’s Council.
7. Exercising strict control over the examination of appeals submitted to the Academy by individuals and legal entities in accordance with the established procedure, and submitting reports on appeals to the Ministry and the Committee.

Structure of the Control and Monitoring Sector

1. Staffing table of the Control and Monitoring Sector – the Sector consists of a Chief Specialist.
2. The staffing composition of the Control and Monitoring Sector is determined within the limits of the funding allocated to the Academy and the total payroll fund, based on the number of students.
3. The Chief Specialist of the Control and Monitoring Sector is appointed and dismissed by the Rector of the Academy in coordination with the Ministry of Higher and Secondary Specialized Education.
