Center for Digital Education Technologies

The Center for Digital Education Technologies is a structural unit of the International Islamic Academy of Uzbekistan; this center also carries out work related to the introduction of information and communication technologies in the educational institution.

The Center conducts its activities in accordance with the Constitution and laws of the Republic of Uzbekistan, resolutions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and directives of the President of the Republic of Uzbekistan, resolutions and directives of the Cabinet of Ministers of the Republic of Uzbekistan, as well as Board decisions and orders of the Ministry of Higher and Secondary Specialized Education and the Committee on Religious Affairs, the Academy Charter, decisions of the Council, and orders of the Rector of the Academy.

The Center reports directly to the First Vice-Rector for Academic Affairs on the implementation of ICT.

Tasks and functions of the Center

Timely informing the leadership of the higher educational institution about emerging threats to information security at the higher educational institution, as well as providing consulting services on information protection;

Organizes the activities of the management of the national “Electronic Education” network, carries out its supervision, eliminates system deficiencies, and ensures a user-friendly interface for students and teachers; 

Monitoring the proper functioning of the software of the existing computer technologies at the Academy;

Organizing technical inspection and repair work for computers belonging to the Academy;

monitoring the work of computer operators;

To increase the Academy’s computer inventory through modern computers and to continuously improve the existing computers;

To monitor the operation of the Academy’s Internet network and electronic mail (E-mail) services at the required level, and to supervise the timely receipt and dissemination of messages and news;

To supervise the operation of the Academy’s copying equipment, as well as to monitor its software maintenance and regular inspection;

To eliminate vulnerabilities in the Academy’s wired and wireless networks, develop network protection systems, and update the software of the networks;

To ensure the security of workstations, server devices, information systems and resources, prevent cyberattacks against them, and provide important guidance and develop proposals and instructions in this regard;

To provide technical support for all work carried out by the Academy in electronic distance learning, establish relations with local and foreign higher educational institutions on organizing the preparation of electronic educational media resources, and prepare various training seminars and video guides for Academy staff and students on conducting their work and educational activities in these systems;

To closely assist the Academy in generating extra-budgetary funds, organize computer literacy courses, carry out activities in the field of digital educational technologies not prohibited by legislative documents on the basis of management permission, and create software products on behalf of the Academy;

To ensure the information security of information systems, resources, and databases at the Academy and eliminate existing deficiencies and vulnerabilities therein;

Analyzes offenders and the methods and tools used in their identification, as well as in carrying out unauthorized or destructive actions in the information space;

To undertake the obligation not to transfer information containing confidential data that may not be disclosed at the Academy’s informatization facilities to a third party without the permission of the Academy’s management, and to ensure the complete preservation of the information;

to ensure the modernity and reliability of information transmission;

to identify internal and external threats to information security;

to protect data being stored and transmitted through communication channels from unauthorized access, modification, falsification, and loss;

to monitor the operational condition of operating systems and the application programs used in them (for solving applied tasks) and software tools, and to restore them when their functioning is disrupted;

to protect restricted information being stored, processed, and transmitted through communication channels from disclosure;

to grant registered users the privilege of using hardware, software, and information resources;

to register in the system log users who have worked with protected resources and network services, and to monitor the correctness of user actions on the basis of periodic analysis of this log;

Develops international cooperation in the field of information security for the purpose of organizing mutual practical work to prevent information security incidents in the national segment of the Internet.

To create the design of the Academy’s web pages and integrate them into web pages, and to develop the stylistic design of projects taking into account the specific features of the Internet;

To prepare articles, images, and videos for the content of the Academy’s web pages and social networks, and to create posts on social networks.

To fulfill the tasks assigned to it, the Center performs the following functions:

a) In the field of introducing and developing information and communication technologies, ensuring their software support, proper functioning, and information security:

implement measures aimed at eliminating existing technical and software problems in computers and preventing their recurrence;

submit proposals on the effective use of computer equipment and technology in the educational process;

determine the need for computer classrooms and computers, designate responsible persons, and monitor the effective use of computer classrooms;

install and update the system and office software of computers used in structural divisions;

install the software tools necessary for the educational process on existing computers and provide maintenance for computer hardware;

organize educational-methodological and practical seminars devoted to the introduction and use of digital educational technologies in working divisions and in the educational process;

b) in the area of organizing the effective use of the Internet at the Academy and monitoring the operation of the corporate and local network:

ensure the continuous operation of the existing network equipment in academic buildings (servers, switches, etc.) and provide them with technical maintenance;

connect computers to the local network and monitor their operation on the local network;

install anti-virus (antivirus) software on computers and ensure that it is regularly updated;

monitor the continuous operation of the video surveillance system installed in academic buildings;

provide methodological and technical assistance to structural divisions regarding the technical and software tools of the local network;

submit proposals to the Academy leadership on the proper formalization of contracts with providers for connection to the Internet;

ensure and monitor the effective use of the Internet by employees and students;

monitor the continuous operation of the Internet connection and the Internet network through software and hardware firewalls, and take measures to eliminate various risks;

c) in the area of improving the official website and e-mail service and ensuring their continuous operation and the provision of interactive services:

ensure that employees working in structural divisions are provided with the Academy’s e-mail service and monitor their proper use of e-mail; 

provide technical assistance in the use of technical means, the creation of websites, as well as in matters of developing and accelerating information portals and web resources;

continuously improve the official website and cooperate in the timely posting on the official website of information related to the Academy’s activities by the press secretary;

ensure the continuous operation and regular updating of the interactive services provided through the website;

d) in the area of ensuring the integration of the Academy’s information systems into the global network, automating the educational process, and organizing the formation and continuous updating of the electronic scientific-methodological database:

develop existing programs for automating the educational process and monitor their effective use;

organize access to global information-legal and educational resources and ensure their regular updating;

ensure that information related to the Academy is entered in a timely manner by the responsible persons into the special programs and information systems developed and implemented by the Ministry of Higher and Secondary Specialized Education;

monitor the effective use of the electronic document exchange system introduced at the Academy;

create the electronic educational resources database, monitor its replenishment, and maintain its register;

provide software and technical assistance in creating electronic versions of new-generation literature;

form the database of electronic textbooks being created and monitor its continuous updating.
